Initial Distribution System Evaluation (IDSE)

SCRWA, in cooperation with National Rural Water Association (NRWA), has developed two compliance tools, one for producing systems and one for consecutive (purchasing) systems to assist water systems with completing their Standard Monitoring Plans. This plan simply and rationally selects TTHM and HAA4 samples sites for collection during the IDSE monitoring period. Sample sites categories include: Near Entry Point, Average Water Age, High TTHM and High HAA5. Once selected the sample sites must be located on a map, schematic or diagram and sampling dates identified. The sample sites, sample dates, justification of site selection and system schematic of sample sites must be included in your Standard Monitoring Plan. The completed plan is submitted to EPA and DHEC for review.

Watch your mailbox closely for information and details on when and where your IDSE class will be held. Be sure to attend your assigned class and bring the necessary information with you to the class. The classes will be scheduled according to utility system size, beginning with those systems whose deadline dates are soon approaching.

There are four IDSE compliance methods available to water systems.
  1. Small System Waiver (serve less than 500 people)
  2. 40/30 Certification (you have two years of DBP data at less than 40 ppb TTHM and 30 ppb HAA5 for all samples
  3. System Specific Plan (you need a hydraulic model for this)
